TUT’s Integrated Learner Management System drives SA’s skills future

At a time when digital transformation is reshaping every sector, the Tshwane University of Technology (TUT) leads innovation in one of the country’s most critical areas, skills development. The Faculty of Information and Communication Technology (FoICT) has developed a pioneering solution that is set to transform how learning, training and workforce development are managed across South Africa: the Integrated Learner Management System (ILMS).
At the heart of this achievement is a team of dedicated academics and innovators from FoICT led by Prof Pius Owolawi, Assistant Dean for Work-Integrated Learning (WIL), Special Projects and Industry Liaison, alongside Kyle Stone and Mark Muwanguzi, both lecturers in Computer Systems Engineering.
TUT’s Deputy Vice-Chancellor for Research, Innovation and Engagement, Dr Papu-Zamxaka supported their work at an institutional level by, reflecting a strong commitment to innovation that bridges academia, industry and national development priorities.
The ILMS is more than just a system; it is a fully integrated digital environment that connects learners, training providers, employers and SETAs in one place. Instead of navigating disconnected systems and manual processes, users can now engage with a streamlined platform that manages the entire learner journey, including:
- Registration and onboarding
- Programme enrolment and progress tracking
- Workplace-based learning coordination
- Assessment and moderation
- Certification and completion
At the same time, the system strengthens governance through built-in tools for grant management, compliance monitoring, reporting and audit readiness.
Beyond day-to-day efficiencies, the ILMS represents a major step forward for South Africa’s skills development strategy. By bringing systems and stakeholders together, it helps align education with industry needs, maximise the impact of public funding and build a digital infrastructure that can grow with the country’s ambitions.
The Integrated Learner Management System is both a technological innovation and a catalyst for change. Through the vision and expertise of FoICT and in collaboration with national stakeholders, the ILMS helps to build a skills ecosystem that is more connected, more transparent and better equipped to meet the demands of the future.
In doing so, it opens doors for learners, strengthens institutions and contributes to a more inclusive and dynamic economy for South Africa.
