​​​1. The Institutional Forum must:

  • Advise the council on issues affecting the University, including –
  • the implementation of the Act and the national policy on higher education;
  • race and gender equity policies;
  • the selection of candidates for senior management positions;
  • codes of conduct, mediation and dispute-resolution procedures, and 
  • fostering of an institutional culture which promotes tolerance and respect for fundamental human rights and creates an appropriate environment for teaching research and learning,​

Perform such other functions as determined by the Council

2. Composition of Institutional forum ​

The institutional forum consists of –

  • two members of the senior management, elected by the Executive Management Committee of the University,
  • the director of transformation, employment equity and adversity ,
  • two members of the council who are not employees or students of the University, elected by the council,
  • two members of the senate, elected by senate,
  • one non-academic employee from each of the campuses of the University, elected by non-academic employees of the relevant​
  • one academic employee, not being a member of the senate, from each of the campuses of the University, elected by academic employees of the relevant campus,
  • not more than two members of each recognised labour union at the University elected by such labour union,
  • two members of the student services council, elected by the student services council,
  • two members of the convocation who are not employees or students of the University, elected by the convocation,
  • two members of the students’ representative council, elected by Institutional SRC, and 
  • one or more members co-opted by the institutional forum for the specific purpose of assisting the institutional forum in respect of any specific project.

3. Election and term of office of members of Institutional Forum

​a. Nomination and election of the members must be transparent and democratic and each constituency must follow the procedure within its own constituency and submit the names of its designate(s) or representatives to the registrar in writing before such member takes a seat in the institutional forum.

b. The term of office of a member of members of the institutional forum-

      • contemplated in paragraph 30(1)(a), (c),(d),(e),(f),(g),(h) and (i) is three years,
      • contemplated in paragraph  30(1)(j) is one year, and 
      • contemplated in paragraph  30(1)(b) who is a member of the institutional forum by virtue of office, remains a member of the institutional forum for as long as he or she holds office
      • Members are eligible for re-election, provided that the members contemplated in paragraph 30 (1)(j) may not be re-elected for more than two terms.

c. Paragraph 10(1), (2) and (3) apply, with the necessary changes, to the termination of membership of the members of the institutional forum

4. Office-bearers of the institutional forum 
  • The institutional forum elects from its members a chairperson and deputy chairperson.
  • The chairperson and the deputy chairperson hold their respective office for a period two years.
  • The chairperson and the deputy chairperson may not be re-elected for more than two terms
  • The registrar designates an employee to act as a secretary to the institutional forum

5. Meetings and meeting procedures of institutional forum
  • The institutional forum must have a least two meetings during each academic year,
  • Fifty per cent plus one of the members for a quorum
  • The procedure applicable to the council meetings is  applicable, with the necessary changes, to the meetings of the institutional; forum.
6. Committees of institutional forum
  • The institutional forum may appoint committees as required and determine the function of such committees. ​​
